But, in the UK, books (and magazines and other printed matter) have zero VAT.

Most rpg stuff qualifies as printed matter - although a box set with dice however may be treated as a toy/game and attract 20% VAT.

Exactly.  These items aren't subject to VAT.

I am not sure about this particular case but I find that it is not uncommon for RPGs to be classified as games instead of books. Even those items that that do not include dice or minis. Not related to this particular shipment of course but for imports into the USA there is even an official ruling on the topic. It is a bit dated but still considered valid:

Nicely dug out, Curt... Now can you hide that again in an infinitely deep well, please? :)

Goodness knows the UK would be tempted to follow suit if they could use the same, somewhat dubious "logic". Coin catalogs are also therefore not "books", since they're not intended for passive reading but for the active pursuit of collecting coins which would attract tax if imported, I presume?
