It's the medium rather than the content. I guess a "game" would be a board game with plastic pieces and associated paraphernalia.

Anything else in it (minis,dice etc) then it goes as a "game" or more often "used game". Using this system I've never had any issues, though on more than one occasion I have had buyers from the US to not send dice.
