Grading and staple rust

I am seeking clarification regarding staple rust when grading modules.  My understanding from the Acaeum grading convention guidance is that a module that would otherwise rate at NM can be no higher than VG if it has staples that are completely rusted even if it has no other notable flaws. Is this correct? I know a small amount of rust is ok, 25 percent at F and 10 percent at most for VF.  It seems many people give the grade as it would be without staple rust and just note the rust.  I want to grade my items properly.  So please advise.  Thanks!

I will downgrade by one level if there isn't significant staining from staple rust. If there is significant staining on the cover and interior pages, I'll downgrade by two. It all depends too on what the rest of the module looks like. A NM for me is one that is still in shrink, so the rust may not be apparent.
