Paypal Instant Transfer rate hikes??

Anyone else see this notification in your Paypal account?:

Instant Transfer pricing update
On Nov. 7, Instant Transfers will cost 1% of the amount you transfer, with a maximum fee of $10.00. Use your eligible debit card for Instant Transfers. Transfer times vary by bank and may take up to 30 minutes.


I have no idea what transactions I do in Paypal may count as Instant Transfers, but this sounds suspiciously like a way to squeeze another 1% fee in to me.

This definitely doesn't sound right, and support that feeling my Avast! antivirus zapped a phishing attempt from Paypal.com, just before I logged into my PayPal to check. I wonder if it has not been hacked?

Here is the box with the "transaction fee" message.

Damn. this does seem legit, after all. (will do an antivirus run on my computer owing to the previously mentioned, blocked phishing attempt).

It says that it's only for personal accounts though, so I think anyone who has upgraded to a business account(due to almost needing to do so to use it to sell on Ebay in the past), I'm not sure it will affect most people.

I think that it's targeted at the people who use it as simply a means of transferring money.

Instant Transfer is for sending money from a bank account to someone using PayPal, NOT for sending money from your PayPal account:

Its for transferring money from your paypal account to your bank account using your debit card- takes about 10 minutes and they used to charge a quarter.  I used it a lot, but will be using it a lot LESS now!  It was actually quite handy.

This is only for the "Instant Transfer" using your debit card that takes about 30 minutes to transfer from your PayPal account to your debit card. You still have the option of sending it to your bank account directly for free but it takes up to 24 hours. I used this last week and those were the options provided. I guess if you want it fast, they want you to pay for it ;)
