As anybody who's checked their eBay messages recently likely knows, they're supposed to be implementing a new enforcement of their (previously toothless) seller non-performance policy.

While I think it's a step in the right direction (and I'm glad to see that they're including neutrals in their dissatisfaction rating), I've got this feeling that it's going to be just as avoidable and exploitable as everything else they're ever implemented.
Any thoughts from anyone else?
