Would there be an increase or decrease in value for a Strategic Review that was a subscription issue?

In my opinion, an increase (who knows how much), with the theory that it was the "first run" of that particular issue.  In reality, there was only one printing of each, with the leftover copies being sold/distributed however TSR was able to.
